Increases the Spirit Mountain Recreation Area Authority board from seven to nine directors appointed by the mayor of Duluth with city council approval.

Initial term for the two new directors added in 2010 shall be four years; subsequent director terms remain three years, all expiring on June 30.

Directors must have knowledge and background in business, finance, and management; serve without compensation but may be reimbursed for necessary expenses.

Directors cannot have personal financial interest, direct or indirect, in any contracts with the authority or hold positions where conflicts of interest may arise.

Effective upon approval by Duluth's governing body and compliance with Minnesota Statutes section 645.021, subdivision 3.
