Exempts school buses from child passenger restraint system requirements, except for Type III vehicles that do not meet federal motor vehicle safety standard 222 structural crash protection requirements.

Maintains existing exceptions for emergency medical vehicles, peace officers, and motor vehicles for hire (taxis, airport limousines, and buses).

Requires motor vehicle operators claiming medical exemptions for children to possess a physician's statement dated within the previous six months, including the child's name and birth date.

Mandates that motor vehicle rental and lease companies provide child passenger restraint devices to customers who request them, with reasonable fees permitted.

Takes effect the day following final enactment.
