Amends Minnesota Statutes to clarify that veterans with service-connected disabilities receive free fixed-route public transit service from eligible recipients of operating assistance, effective July 1, 2009

Defines "certified as disabled" to mean written certification by the United States Department of Veterans Affairs or the state commissioner of veterans affairs of having a permanent service-connected disability

Requires the council to provide regular route transit free of charge to disabled veterans as defined in section 197.447, effective July 1, 2009

Applies the transit fee exemption requirement to regular route transit operators receiving financial assistance under section 473.388 or operating under section 473.405, subdivision 12

Both sections take effect the day following final enactment
