Amends Minnesota Statutes section 169.06, subdivision 9 to create an affirmative defense for bicyclists and motorcyclists who proceed through a red light under specific conditions.

Allows the affirmative defense only if the operator brings the bicycle or motorcycle to a complete stop and the traffic signal shows red for an unreasonable time.

Requires that the traffic signal be apparently malfunctioning or, if motion-activated, has failed to detect the arrival of the bicycle or motorcycle.

Mandates that no motor vehicle or person is approaching the intersection or is far enough away that it does not create an immediate hazard.

Limits the affirmative defense solely to red light violations and does not apply to any other civil or criminal actions; effective the day following final enactment.
