Creates a "complete streets" definition requiring roads to address safety and accessibility needs of all users including motorists, pedestrians, bicyclists, transit users, and emergency vehicles in a manner sensitive to local context.

Applies complete streets standards to every road construction, reconstruction, or rehabilitation project funded partially or completely by the state.

Directs the commissioner of transportation to implement a complete streets policy after consulting with stakeholders, state and regional agencies, local governments, and road authorities.

Allows the commissioner to grant variances from engineering standards for state-aid projects related to complete streets, with consideration of geometric design policies from the American Association of State Highway and Transportation Officials and context-sensitive solutions guidance.

Requires three reports to legislative committees: by January 15, 2011 on initiatives and barriers; by January 15, 2012 on collaboration results and modifications; and by January 15, 2014 on policy implementation and statutory recommendations.
