Defines "wireless telecommunications service provider" to include providers of commercial mobile services, broadband personal communications services, and wireless radio services doing business in Minnesota, effective August 1, 2010.

Requires wireless telecommunications service providers to disclose call location information to law enforcement or investigative officers upon written request when disclosure is needed in an emergency involving risk of death or serious physical harm to the device user.

Allows wireless service providers to establish their own protocols for disclosing call location information and prohibits them from being sued for providing such information in emergency situations.

Directs the bureau to obtain and maintain contact information for all wireless service providers authorized to do business in Minnesota and distribute this information to public safety answer points quarterly or immediately when changes occur.

Designates the legislation as the Kelsey Smith Act, effective August 1, 2010.
