Prohibits the Commissioner of Corrections from housing state inmates in facilities not owned and operated by the state, a local unit of government, or a group of local units of government, effective July 1, 2010.

Bans the Commissioner from contracting or renewing contracts with privately owned and operated prisons for offenders in state custody.

Prohibits sheriffs from housing county jail inmates in facilities not owned and operated by local government or a group of local units of government, effective August 1, 2010.

Prevents county boards from authorizing sheriffs to contract with privately owned and operated prisons for inmate care and custody.

Protects the Minnesota Correctional Facility-Stillwater and Minnesota Correctional Facility-St. Cloud from closure without legislative approval.
