Establishes a 15-member Task Force for Policy Innovation and Research composed of 4 senate members (including 2 minority members), 4 house members (2 appointed by speaker, 2 by minority leader), 5 foundation representatives (Wilder, Blandin, Minneapolis, McKnight, and Bush Foundations), the director of the Center for the Study of Politics and Governance at the Humphrey Institute, and one University of Minnesota president's office representative

Requires all appointments to be completed by July 1, 2010, with the first task force meeting convened no later than September 1, 2010

Directs the task force to develop methods and procedures for providing the legislature with high-quality public policy research and submit a report by February 1, 2011 addressing topic selection processes, research methods, and funding mechanisms

Requires the report to include draft legislation necessary to implement the task force's recommendations

Task force automatically expires after submitting the required report; members serve without compensation except for legislative members' reasonable reimbursable expenses
