Establishes a nine-member Collaborative Governance Council chaired by the state auditor, with members appointed by the League of Minnesota Cities, Minnesota Association of Townships, Association of Minnesota Counties, Minnesota School Board Association, AFSCME Council 5, Education Minnesota, Service Employees International Union, and Minnesota Chamber of Commerce by July 1, 2010.

Council must meet at least quarterly with open public meetings and provide notice to legislative committees with jurisdiction over state and local government, education policy and finance, and early childhood through grade 12 education.

Council shall develop recommendations to the governor and legislature by February 1 of each year focused on reviewing statutes and rules that prevent collaboration, improving governmental service delivery, expanding technology and broadband access, modernizing financial transactions, and creating model joint power agreement forms.

Council must submit recommendations and any necessary draft legislation to the governor and appropriate legislative committee chairs and ranking minority members.

Council expires June 30, 2015; section is effective June 1, 2010; members receive no compensation or expense reimbursement.
