Commissioner of Public Safety conducts pilot project in Crow Wing County from effective date through June 30, 2013, monitoring residents with revoked driver's licenses who qualify under Minnesota Statutes section 171.306.

Eligible Crow Wing County residents may choose monitoring through ignition interlock device, secure continuous remote alcohol monitor (SCRAM), portable breath testing (PBT) device, or other commissioner-approved alcohol or controlled substance monitoring methodology.

Commissioner establishes performance standards and certification process; only devices and methodologies meeting these standards may be used in the pilot project.

Department of Public Safety may provide monitoring directly or contract with public or private entities, following the same contracting process used for the ignition interlock program.

Participants must pay all costs associated with their monitoring; preliminary report due September 30, 2012, and final report due September 30, 2013, to legislative committees with recommendations on continuing the project.
