Delays the beginning of annual payments to counties for Lake Vermilion State Park and Soudan Underground Mine State Park land from fiscal year 2010 to fiscal year 2012.

Sets annual payment rate at 1.5 percent of appraised land value, with initial appraisals based on purchase price plus any donated land value, and reappraisals every five years by the county assessor.

Distributes annual payments equally among three taxing jurisdictions: one-third to school districts, one-third to towns, and one-third to counties, with school district payments exempt from county apportionment and aid recapture.

Requires Lake Vermilion State Park and Soudan Underground Mine State Park to be managed as a single park unit under standard state park administration.

Preserves existing public access and use including hunting, fishing, and trail use on acquired lands until state park infrastructure development begins, with no additional restrictions allowed during the interim period.
