Adds new power (17) to section 515B.3-102 allowing unit owners' associations to suspend voting rights and eligibility for officer/director positions for unit owners who fail to pay assessments, while prohibiting denial of unit access or withholding of essential services.

Voids any provision in governing documents that restricts a unit owner's voting rights or affects quorum requirements based on nonpayment of assessments or alleged violations of community rules.

Applies these voting protections to all unit owners without exception, ensuring that assessment delinquency cannot be used to prevent participation in association governance.

Effective the day following final enactment for both amended sections.
