Reduces the time for building owners or sheriff's certificate holders to request a hearing on a city order to secure a vacant building from 14 days to 6 days after service of the order.

Requires foreclosure sale notices to include the name, address, and telephone number of a mortgagee representative authorized to negotiate foreclosure resolution and address property maintenance concerns.

Adds mandatory notice language informing mortgagors that the redemption period may be reduced to five weeks if a court determines the property is an abandoned residential dwelling of less than five units not used in agricultural production.

Authorizes political subdivisions to recover costs and disbursements incurred when obtaining a court order to reduce the redemption period to five weeks, with these costs recoverable through mortgage reinstatement or property redemption.

Allows attorney fees and court-awarded costs associated with obtaining redemption period reductions to be included in amounts payable upon reinstatement or redemption of foreclosed properties.
