Authorizes the commissioner to issue "Proud to be a Veteran" special contribution plates to veterans who own self-propelled recreational vehicles, in addition to existing passenger automobiles and motorcycles.

Requires applicants to pay a $10 fee for handling and manufacturing the plates, plus standard registration tax and other required fees.

Requires an additional one-time $30 World War II memorial contribution, which the department retains until start-up costs are recovered, then deposits future contributions into the World War II donation match account.

Applicants must be veterans as defined in section 197.447 and comply with all motor vehicle registration and driver licensing requirements.

Becomes effective July 1, 2010.
