Defines "entity" in Minnesota Statutes to include firms, corporations, associations, limited liability companies, partnerships, nonprofits, and other business, religious, or charitable organizations.

Grants immunity from civil damages and administrative sanctions to entities or their agents who volunteer without compensation to assist local jurisdictions during emergencies or disasters if they pre-register and operate under the jurisdiction's direction and control.

Extends the same immunity protections to entities or their agents volunteering without compensation to assist state agencies during emergencies or disasters, provided they pre-register with the state agency and remain under its direction and control.

Excludes immunity protection if the entity or agent acts in a willful and wanton or reckless manner while providing emergency care, advice, or assistance.

Takes effect the day following final enactment and applies to actions accruing on or after that date.
