Expands public authority access to information from employers, utility companies, insurance companies, labor organizations, and financial institutions for child support enforcement purposes, including addresses, phone numbers, email addresses, employment data, and Social Security numbers.

Authorizes public authority to redirect basic support, medical support, and child care support to caregivers in voluntary placements, court-ordered placements, or public assistance situations, with written notice and opportunity for obligee or obligor to contest within 30 days.

Extends survival period for child support judgments from 10 years to 20 years after entry, allowing renewal of judgments under section 548.091, and applies retroactively to judgments not expired before January 1, 2011.

Grants public authority administrative powers to order genetic testing, subpoena financial information, direct income withholding, secure assets, increase monthly support payments by 20 percent for arrearages, and impose liens without requiring court orders.

Effective January 1, 2011 for most provisions, with retroactive application to child support judgments not expired before that date.
