Authorizes the Commissioner of Transportation to convey or quitclaim state-owned land no longer needed for trunk highway purposes to Indian tribal governments, political subdivisions, or state agencies.

Allows conveyance of fee title or easements in land previously acquired for trunk highways, provided the land exceeds what is needed for highway purposes and is designated for public purposes.

Conveyances may occur under terms and conditions mutually agreed upon between the Commissioner and the receiving Indian tribal government, political subdivision, or state agency.

Amends Minnesota Statutes 2008, section 161.44, subdivision 1, to explicitly include Indian tribal governments as eligible recipients of excess highway property.

Takes effect the day following final enactment.
