Creates new law requiring the state commissioner to prepare a fund balance analysis after each legislative session that modifies general fund revenues or expenditures, showing forecasts for the current and next biennium in consultation with legislative finance committee chairs and staff.

Modifies the commissioner's authority to reduce unexpended allotments by allowing the commissioner to defer or suspend statutorily created obligations when making reductions, provided the commissioner may only reduce payments proportionally and cannot modify formulas, eligibility standards, or similar statutory criteria.

Caps general fund allotment reductions during a biennium at two percent of total general fund appropriations, with no single appropriation reduced by more than ten percent, and prohibits elimination of any program.

Includes deferrals or suspensions of payments beyond the biennium as reductions subject to the two and ten percent caps.

Effective the day following final enactment and applies to reductions made on or after that date, without affecting the validity of actions taken before enactment.
