Requires units of government or impound lot operators to provide written notice to registered vehicle owners and lienholders within five days, excluding Saturdays, Sundays, and legal holidays, when a vehicle is impounded.

Notice must include the date and place of taking, vehicle identification information (year, make, model, serial number), location where vehicle is held, and inform owners of their right to reclaim the vehicle.

Notice must state that failure to reclaim the vehicle within the allowed time constitutes a waiver of all right, title, and interest in the vehicle and consent to transfer of title and disposal or sale.

Owners with documentation showing they are homeless, receive need-based relief, qualify for legal aid services, or have household income at or below 50 percent of state median income have the right to retrieve vehicle contents without charge.
