Requires the Minnesota Commissioner of Transportation to establish and convene regular meetings of a disadvantaged business enterprise program and workforce inclusion collaborative as of January 1, 2010.

Mandates the collaborative review and evaluate the commissioner's implementation of the federal Disadvantaged Business Enterprise program and recommend legislative and policy changes to improve effectiveness in eleven specific areas including on-the-job training, mentor programs, recruitment standards, and transparency measures.

Requires the collaborative to develop recommendations focused on bid proposal requirements, accountability measures for unmet contract goals, training workshops, and department reporting on disadvantaged business enterprise program results.

Directs the collaborative to submit findings and legislative recommendations to transportation policy and finance committee chairs and ranking minority members by February 1, 2011, available electronically and in print upon request.

Takes effect the day following final enactment.
