Requires operators of public buildings (state, city, county, K-12 schools, and higher education institutions) to use environmentally sensitive cleaning products by January 1, 2012, with a September 1, 2011 deadline to establish specifications.

Defines environmentally sensitive cleaning products as those that perform effectively while minimizing adverse impacts on human health and the environment through biodegradability, low toxicity, low volatile organic compound content, reduced packaging, or low life-cycle energy use.

Directs the Commissioner of the Pollution Control Agency to establish guidelines and specifications by January 1, 2011, allowing use of EPA Design for the Environment program, EcoLogo, Green Seal, and third-party verified alternatives, while permitting disinfectants and antimicrobial products when necessary to protect public health.

Requires building owners leasing 50 percent or more to public entities and those contracting with outside cleaning vendors to include environmentally sensitive cleaning product language in future lease and contract agreements.

Allows public building operators to submit letters to the Commissioner of Administration and local governing board claiming economic infeasibility, which must be resubmitted annually until compliance becomes economically feasible.
