Exempts business customers in competitive areas from rate restrictions beyond sections 237.07, 237.66, and 237.663, effective retroactively from May 12, 2009, while allowing the commission to request pricing compliance demonstrations.

Allows multiple local exchange companies to sever connections without prior commission approval, but permits the commission to require connections if in the public interest, except with carriers certified only for interexchange service.

Establishes requirements for private shared services providers including establishing a single demarcation point agreed upon by property owners, carriers, and service providers, with telephone companies obligated to serve only up to that point.

Requires property owners to make facilities or conduit space available to tenants at reasonable rates and terms to establish direct connections with local exchange telephone companies, enforceable by the commission if violated.

Clarifies that telephone companies are not required to more favorable franchise terms for cable service when providing service over their local exchange area, effective August 1, 2010.
