• Establishes Commission on Service Innovation with 18 members from business, nonprofits, government associations, and labor unions to develop a strategic plan for improving state and local government service delivery by January 15 of each year until June 30, 2012.

• Authorizes two or more contiguous counties to establish home rule charter commissions through a nomination and appointment process, with charter proposals submitted to voters at general elections and taking effect two years after adoption.

• Reestablishes Board of Innovation with 16 members to accept waiver applications from local governments and nonprofits for administrative rules and state procedural laws, with waivers lasting 2-4 years and law exemptions terminating after the following legislative session.

• Authorizes Board of Innovation to award grants up to $250,000 for innovative service budget management models and up to $100,000 for shared services startup costs, with applications requiring 25 percent nonstate funding match.
