Authorizes beverage production facilities to be located in basements or other subgrade areas under Minnesota Rules parts 1550.1650 to 1550.1870, subject to inspection, licensing, permitting, and registration by the commissioner of agriculture.

Permits installation of equipment in basement or subgrade areas for manufacturing flavored beverage base or syrup, bottling or treating water, packaging carbonated or noncarbonated beverages, and bottling beer or other malt beverages.

Allows buildings or portions thereof used for beverage production under Minnesota Rules parts 1550.1710 to 1550.1870 to also be used for other purposes.

Directs the commissioner of agriculture to amend Minnesota Rules parts 1550.1650 and 1550.1720, and any other necessary rules, to conform to the new authorization, with authority to use good cause exemption procedures.

Effective the day following final enactment.
