Authorizes district courts in a judicial district to establish a pilot project allowing judges to order electronic monitoring devices for persons arrested for domestic abuse crimes as a condition of pretrial release to protect victim safety.

Requires the chief judge of a participating judicial district to convene an advisory group consisting of representatives from law enforcement, prosecutors, defense attorneys, court administrators, judges, and battered women's organizations.

Mandates each participating judicial district develop standards for electronic monitoring device use and effectiveness evaluation, and provide data to the commissioner of corrections to inform statewide standards.

Requires participating districts to report pilot project information to the state court administrator's office, with the state court administrator reporting findings to legislative committees with criminal justice jurisdiction by January 15, 2013.

Expires January 15, 2013, unless extended or made permanent through separate legislative action.
