Creates a new responsible family life and sexuality education program for grades 6-12 that emphasizes abstinence-first approach while including contraception and disease prevention education.

Requires education to be age-appropriate and medically accurate, based on scientific research and recognized by organizations like the CDC, American Public Health Association, American Academy of Pediatrics, and American College of Obstetricians and Gynecologists.

Mandates school districts consult with parents when establishing policies and allows parents or guardians to excuse children from all or part of the program without academic penalty.

Requires school districts to provide parents reasonable notice including information about the program content, materials available for inspection, personnel delivering instruction, and procedures for opting out.

Directs the Department of Education and Department of Health to offer training and technical assistance to school districts and seek available federal funds from sources including the Office of Adolescent Health and Centers for Disease Control and Prevention.
