Allows holders of class A, B, C, or D driver's licenses without a school bus endorsement to operate type III vehicles if they meet specified conditions including annual training and certification in vehicle operation, student behavior management, emergency procedures, and safe loading/unloading practices.

Requires operators to undergo background checks meeting school district or daycare employee standards, physical examinations, and pre-employment drug and alcohol testing, with current operators complying with employer testing policies.

Prohibits persons convicted of DUI-related offenses (sections 169A.25, 169A.26, 169A.27, 169A.31) or similar state/local statutes from operating type III vehicles for five years from the conviction date.

Prohibits persons convicted of disqualifying offenses as defined in section 171.3215 from operating type III vehicles, and prohibits those with three or more moving violations within three years from operating for one year from the last conviction.

Exempts school or school district employees not hired solely to operate type III vehicles from physical examination and drug/alcohol testing requirements, effective July 1, 2010.
