Requires background checks conducted by federally licensed firearms dealers for all firearm transfers at gun shows, consistent with state and federal law requirements.

Defines "gun show" as a sponsored event with 25 or more firearms offered for transfer by 3 or more persons, including parking areas and premises within 300 feet or one city block of the event.

Prohibits parties from agreeing to sell or transfer a firearm at a gun show and then completing the transaction at another location to avoid background check requirements.

Requires gun show promoters to post prominent notices of background check requirements and individually notify all exhibitors in writing.

Establishes gross misdemeanor penalties of up to one year imprisonment or up to $3,000 fine for violations, effective August 1, 2010.
