Establishes a rebate program administered by the Commissioner of Commerce to provide rebates to qualified owners installing Minnesota-manufactured solar photovoltaic modules after December 31, 2009.

Eligible installations must have generating capacity not exceeding 250 kilowatts, be certified by Underwriters Laboratory or equivalent, be installed by a North American Board of Certified Energy Practitioners-certified installer, and be used only for on-site generation.

Rebate amount equals $5 per watt of installed capacity minus any other rebates or financial assistance the applicant has applied for, paid out proportionately over five consecutive annual installments beginning July 1, 2010.

Applicants must present evidence they have applied for available rebates or financial assistance from either the serving utility or the state before becoming eligible.

Appropriates $5,000,000 annually from July 1, 2010 through 2014 from the utility subject to Minnesota Statutes section 116C.779, with an additional $5,000,000 appropriated annually in fiscal years 2011 through 2015 from the special revenue fund.
