Allows 12th grade students who do not pass required assessments to receive up to four weeks of remediation before the next testing opportunity.

Permits students to participate in reading retest administrations beginning in October of their senior year, providing earlier access to retesting.

Establishes that students enrolled in grade 8 from 2005-2006 through 2009-2010 who fail the mathematics GRAD test can still receive a diploma if they complete coursework, participate in remediation, and fully participate in at least two mathematics GRAD retests.

Requires schools to place students' highest assessment scores for multiple assessments on high school transcripts, including Minnesota Comprehensive Assessments and Graduation-Required Assessments for Diploma.

Directs the Department of Education to amend Minnesota Rules part 3501.1120 to conform to the new remediation requirements under a good cause exemption.
