Amends Minnesota Statutes section 168B.04, subdivision 2, to expand peace officer authority to impound unauthorized vehicles in specified locations.

Authorizes impoundment of vehicles left unattended on highways for four hours if properly tagged by a peace officer, or immediately if they constitute an accident or traffic hazard.

Permits impoundment of vehicles on private residential property immediately, and on private non-residential property either immediately if posted or after 24 hours if not posted.

Requires five business days' notice by certified mail to vehicle owners before impounding vehicles left at motor vehicle repair or maintenance establishments.

Authorizes peace officers to impound any vehicle when the driver is arrested or taken into custody and no other safe means of handling the vehicle is immediately available.
