Modifies the Manufactured Home Building Code requirements for new and used manufactured homes manufactured after specific dates.

Requires used manufactured homes (manufactured after June 14, 1976) to comply with a Notice of Compliance Form signed by seller and purchaser, specifying which party is responsible for making corrections related to electrical appliances, fireplaces, water heaters, smoke alarms, carbon monoxide detectors, egress windows, furnace and water heater enclosures, and snowload/heat zone compliance.

Establishes separate installation requirements: new homes must follow manufacturer's installation instructions or Minnesota State Building Code; used multisection homes may follow either manufacturer's instructions or approved addenda; used single-section homes reinstalled after 24 months may use above frost-line installations with required notice and disclosure to purchasers.

Permits alternative frost-free design slabs stamped by a licensed professional engineer or architect to receive department permit within 10 days if compliant with federal installation standards or Minnesota State Building Code.

Repeals prior provisions regarding state seal requirements for manufactured homes and the safety feature disclosure form requirements for in-park sales.
