Amends Minnesota Statutes section 116.07, subdivision 7c, to modify discharge permit requirements for animal feedlots with 1,000 or more animal units that meet the federal definition of concentrated animal feeding operations.

Requires the agency to issue individual state disposal system permits for newly constructed or expanded feedlots identified as priorities by the commissioner using criteria in effect January 1, 2010.

Requires the agency to issue individual state disposal system permits for existing feedlots identified as priorities by the commissioner using criteria in effect January 1, 2010, and to issue general permits for all other feedlots.

Mandates at least one public hearing prior to issuance of general permits and requires the commissioner to develop specific criteria for individual permits based on proximity to state waters, facility design, environmental factors, violations, and compliance problems.

Allows feedlots required to have federal permits to receive joint state disposal system and federal permits, and feedlots may voluntarily apply for federal permits even if not required; effective date is the day after enactment except paragraph (a), clause (1), which is effective January 1, 2011.
