Requires the commissioner of administration to award a portion of state janitorial services contracts for janitorial services, document imaging, document shredding, and mailing, collating, and sorting services to eligible rehabilitation programs, extended employment providers, and day training and habilitation services.

Allows contract amounts awarded to eligible providers to exceed estimated fair market price by up to six percent, with the total aggregate value of contracts awarded to eligible providers in any given year exceeding 19 percent of the total value of all such contracts entered into in the same year.

Requires eligible service providers to annually provide the commissioner with operational information including locations, contact persons, service capacity by location, and Minnesota vendor numbers in a prescribed format.

Mandates the commissioner to annually notify all state authority for local purchasing buyers of contracting requirements, eligible providers' information, applicable commodity codes, and the authority to contract directly with eligible providers.

Requires the commissioner to track contracts by commodity code and service area, and submit a report by February 15 of each year to legislative committees with jurisdiction over workforce development detailing contract values awarded to eligible providers and total contract values by service area.
