Establishes indeterminate sentences and mandatory lifetime conditional release supervision for certain first-time and repeat sex offenders convicted under sections 609.342, 609.343, 609.344, 609.345, and 609.3453.

Creates a special review panel of three public members appointed by the governor to determine whether sex offenders sentenced under the bill may be granted supervised release after serving their court-specified minimum term of imprisonment.

Requires sex offenders to complete sex offender treatment, chemical dependency treatment if needed, and mental health treatment if needed, plus develop a comprehensive release plan with housing and employment provisions before the panel may authorize supervised release.

Prohibits civil commitment under section 253B.185 for persons sentenced under the bill's mandatory sentencing provisions.

Effective August 1, 2010, for crimes committed on or after that date; requires the Department of Corrections to notify the governor at least 12 months before an inmate reaches the end of their minimum term so panel appointments can be made timely.
