The Board of Education of Special School District No. 1, Minneapolis may appoint two members to the Minneapolis redistricting commission to replace the two members appointed by city council majority and minority caucuses for determining school board district redistricting.

School board appointees participate only in redistricting school board districts and do not participate in redistricting city council ward boundaries.

District populations must be within five percent over or under the ideal population, calculated by dividing total school district population by six.

Districts must consist of contiguous compact territory, with boundary lines following street center lines and running due east-west or north-south when possible.

Districts must not dilute voting strength of racial or language minority populations and must increase the probability of minority member election where minority concentrations make it possible.
