Amends Minnesota Statutes 2008, section 137.0246, subdivision 2, regarding the regent nomination joint committee process for University of Minnesota regents.

Requires the joint committee to meet twice, approximately one week apart, with the first meeting for interviewing candidates and recommending candidates for consideration, and the second meeting for voting on candidates to recommend to the joint convention.

Maintains existing requirements that candidates nominated outside the advisory council recommendations must receive support from at least three House members and two Senate members, and must receive majority votes from both chambers on the joint committee.

Requires the joint committee to consider the needs of the Board of Regents and the balance of board membership with respect to gender, racial, and ethnic composition when recommending nominees.

Continues the requirement that the joint committee may recommend no more than one candidate for each vacancy.
