Increases license revocation periods for DWI convictions and test refusals based on prior impaired driving incidents, with revocation periods ranging from 90 days to six years depending on offense severity and prior history.

Lowers the alcohol concentration threshold triggering enhanced penalties from 0.20 to 0.15 or higher for drivers with no prior impaired driving incidents.

Requires persons with three or more qualified prior impaired driving incidents to complete rehabilitation and demonstrate at least three to six years of abstinence verified by ignition interlock device use before license reinstatement without restrictions.

Makes violating ignition interlock device restrictions (driving vehicle without device, tampering with device) a misdemeanor and extends revocation periods by 180 days to 545 days for program violations.
