• Amends Minnesota Statutes section 144.551 to modify hospital construction moratorium exceptions by adding a new exemption for specialty psychiatric hospitals in western Hennepin County

• Permits construction of a specialty psychiatric hospital in the western two-thirds of Hennepin County with up to 20 beds exclusively for patients under 21 years of age on the date of admission

• Effective the day following final enactment; signed into law March 26, 2010
