Modifies the MFIP family cap provision to add a new exception allowing children to be included in cash assistance calculations if the child is the mother's first child subsequent to a live birth pregnancy.

Requires county agencies to inform applicants about family cap provisions at each application and recertification.

Children excluded under the family cap are deemed MFIP recipients for purposes of child care under chapter 119B.

Expands hard-to-employ participant eligibility for hardship extensions by clarifying that a qualified professional must determine whether a person's condition "severely limits" their ability to work 20 or more hours per week or significantly restricts their employment options.

Requires culturally appropriate assessments for non-English-speaking persons with IQ testing or learning disability determinations, and allows acceptance of IQ ranges with confidence statements instead of specific scores.
