Proposes amendment to Minnesota Constitution Article XI, Section 5 to authorize state public debt for capital costs of public information technology systems, licenses, and infrastructure.

Adds new subsection (j) allowing the state to contract debt for design, acquisition, installation, construction, equipping, and servicing of public information technology systems, licenses, and infrastructure.

Authorizes political subdivisions to engage in information technology works permitted under the amendment and contract debt therefor.

Requires submission of amendment to voters at the 2010 general election with ballot question asking whether state should be permitted to issue bonds and incur public debt for public information technology systems, licenses, and infrastructure.
