Creates a fast-action economic response team within the Department of Employment and Economic Development to contact and assist businesses at risk of relocating or expanding outside Minnesota, or prospects for expansion or relocation within the state

Requires the response team to contact identified businesses within 24 hours

Mandates the commissioner of employment and economic development submit a report within 30 days identifying current and potential retention methods for at-risk businesses

Requires the report to include a proactive plan to identify out-of-state businesses seeking to relocate or expand and incentive strategies to encourage them to come to Minnesota

Commissioner must collaborate with economic development stakeholders from state government, business, and nongovernmental organizations in developing the plan
