The commissioner of the Office of Entrepreneurship and Small Business Development must seek private sector funding to develop and maintain a virtual network providing Minnesota entrepreneurs access to statewide resources and business assistance services.

Private sector funding must support the network generally and cannot sponsor specific portions; the network must disclose the value and names of all private sector donors.

The network must connect entrepreneurs to state and nonstate supported services, meet established resource standards, and build on existing business assistance resources to promote new venture creation and global competitiveness.

Any portion involving state information systems or websites is subject to the Office of Enterprise Technology authority, including evaluation, security compliance, and accessibility standards.

The commissioner must report to legislative committees on the network development plans and progress by September 30, 2010.
