Grants surviving domestic partners (as defined in section 144.651, subdivision 2) access to deceased patient's health records alongside surviving spouses and relatives.

Includes domestic partners in provisions allowing medical providers to communicate patient information regarding current and proposed courses of treatment upon written request.

Establishes domestic partners' right to provide informed consent for medical and surgical treatment when patients are unable to consent, placing them first in the order of priority after the patient's spouse.

Authorizes domestic partners to consent to autopsies and make anatomical gifts for deceased partners' bodies, requiring written or documented oral consent from legal next of kin which now includes domestic partners.

Ensures domestic partners in facilities receive privacy for visits and the right to share rooms with their partners under the same conditions as married couples, unless medically contraindicated.
