Extends the timeline for filing civil actions in human rights discrimination cases from 45 days to 90 days after receipt of commissioner dismissal or "no probable cause" determinations.

Specifies that the jury or court shall determine the amount of compensatory and punitive damages to be awarded to the aggrieved party in discrimination cases.

Requires charging parties to notify the commissioner of intent to bring a civil action within 90 days of receiving a "right to sue" letter, with failure to notify no longer being grounds for dismissal.

Establishes that receipt of notice is presumed to occur five days from the date of service by mail for purposes of calculating the 90-day filing deadline.
