Amends Minnesota Statutes section 609.5313 to establish expedited hearing procedures for property forfeiture actions under sections 609.5311, 609.5312, 609.5314, and 609.5318 when a judicial determination is demanded.

Requires forfeiture actions to be heard and decided by the court no later than 30 days following the filing of the claimant's answer if no criminal charges have been brought against the claimant or property possessor.

Allows the court to extend the 30-day deadline by an additional 30 days one time if the prosecuting authority certifies the case is still under investigation but anticipates filing charges.

Permits claimants to waive the expedited hearing requirement and allows judicial hearing officers to be assigned to conduct forfeiture hearings.

Does not apply to the forfeiture of contraband property.
