Reduces each county's 2010 local government aid distribution by 0.6845 percent of the county's 2009 levy plus aid revenue base, with reductions applied first to county program aid under section 477A.0124, then to taconite reimbursements under section 273.1384.

Directs the Commissioner of Revenue to compute individual county aid reduction amounts based on 2009 property tax levy plus certified aid received in 2009 from county program aid and taconite aid programs.

Appropriates funds for human services with total appropriation of $(82,741,000) for 2010 and $165,372,000 for 2011, distributed across General, Health Care Access, and Special Revenue funds.

Reduces children and economic assistance grants by $14,121,000 and adult mental health grants by $5,000,000 in fiscal year 2011, with corresponding transfers from the general fund to the account created in Minnesota Statutes section 256D.032.

Authorizes the Commissioner to transfer funds from the 256D.032 account to pay hospital and managed care plan rate increases from March 1, 2010, through June 30, 2011, and transfers $19,121,000 from the general fund to the 256D.032 account in fiscal year 2011.
