Expands public access to juvenile court proceedings when a child age 16 or older is alleged to have committed a violent or severe felony-level offense.

Authorizes expungement of juvenile delinquency records and allows the Commissioner of Human Services to grant set-asides or variances for individuals disqualified from licensure for juvenile offenses committed before age 18.

Requires chemical use screening and mental health screening for all juveniles found delinquent, with assessments conducted if screening indicates need.

Extends stay of adjudication period from 90 to 180 days and allows one renewal extending beyond the child's 19th birthday with prosecutor consent.

Requires the Revisor of Statutes to publish a table of collateral sanctions imposed on juveniles as a result of delinquency adjudication.
