Requires the Department of Transportation Commissioner to submit final environmental impact statements for two Trunk Highway 14 segments to the Federal Highway Administration by May 31, 2010 and December 31, 2010, respectively.

Mandates that both Trunk Highway 14 projects be constructed or reconstructed as four-lane divided highways: one segment from New Ulm to Nicollet County State-Aid Highway 6 west of North Mankato, and another from marked Trunk Highway 218 near Owatonna to southeast of marked Trunk Highway 56 near Dodge Center.

Requires the Commissioner to include the projects in the next regular update to the statewide transportation improvement program following final approvals and to maintain them in the program until completion.

Prohibits delaying the projects from their initial scheduled commencement date unless the Commissioner identifies special unforeseen circumstances and notifies the chairs and ranking minority members of the House and Senate transportation committees with specific reasons.

Requires the Commissioner to perform all duties within existing appropriations allocated to transportation districts 6 and 7, without changing trunk highway funding allocation processes, formulas, or district allocations.
