Amends Minnesota Statutes section 62E.14 to add a new subdivision 4f allowing children under age 18 to enroll in the Minnesota Comprehensive Health Association plan with a waiver of the preexisting condition limitation.

Modifies the preexisting condition exclusion rule to add subdivision 4f as an exception to the six-month coverage limitation for persons diagnosed or treated within 90 days prior to application.

Minnesota residents under age 18 who are otherwise eligible can enroll in the comprehensive health plan without being subject to the standard preexisting condition waiting period.

Both amendments become effective the day following final enactment.
